After a few days, Qatari state has released a statement, saying that: “the country does not prohibit any use of this or similar technology.” Meanwhile, the law tells a different story. According to it, you need to have a license from ictQATAR before you can offer such services to everybody. And it doesn’t even matter if they are for free.

The only two companies which can offer such services are Qatar Telecom as well as Vodafone 

Qatar. Not a monopoly, but it says the whole story.

There have been rumors that suggest Qatar Telecom is responsible for the whole situation. They are looking to become the only company in the market. No proof for the theory exists, but if this is the truth, hardly anyone would be surprised.

If Qataris can’t use VoIP services, it means that the only way to speak with people overseas is international calls. Not everyone can afford that.
